During the 2009 legislative
session Rep. Ken Summers (R) Lakewood, sponsored the following bills.
Five of the eight bill proposals were passed into law.
House Bill 1063
In-State Tuition for High School Seniors Who Move to
Colorado Due to a Parent’s Job
This bill allows our state colleges and universities to establish policies
that allow students who move to our state in their senior year of high
to receive in-state tuition. This small group of students that are impacted
are those
who move to Colorado due to a parent’s employment. Bill signed into law.
House Bill 1113
Limit on Damages for Uninsured Motorists
This bill suggested by a constituent has been
adopted by 19 other states. Often referred to as a “no pay, no play” policy,
this bill would place limits on noneconomic damages available for those who
habitually drive without insurance. Killed in Judiciary Committee
House Bill 1115
Photo Identification for Voting Purposes
Currently voter
registration and identification allows a utility statement and pay stub as acceptable forms
of identification verification. This bill would require some form of photo identification
for voting purposes. Killed in State Affairs Committee
House Bill 1230
Facilitating Motor Vehicle Title and Tax Payment between Auto Dealers and Counties
This bill aimed to correct some inefficiencies in the payment of taxes and the titling
of car sales. Taxes collected by dealers are often rejected by counties for various
reasons some very technical resulting in the delay of a title being issued or additional
costs to both auto dealers and counties or citizens. May of these issues are caused by
incorrect data the state makes available to dealers.

House Bill 1242
Venture Development Fund for Research Institutions
This bill encourages the development of and donation to a venture development fund
at our research institutions. This money is in turn used to fund new product
development and new business in Colorado, creating new job in high growth
areas such as biotech and other science related fields.

House Bill 283
Safeguarding Social Security Numbers on State Websites
This bill removes required social security identifiers from business property that
is filed at the Secretary of State office and is available to financial institutions online.
Signed into law.
House Bill 285
Concurrent Enrollment for Career & Technical Education
This bill allows high students to receive credits toward a postsecondary degree
or certification while still in high school. This opportunity has been
available in the past for academic degrees, but not in career and
vocational fields. This bill allows all students to be served through
these programs that encourage career development.
